Spencer Elementary
gets new principal

A new principal was hired for Spencer Elementary School at Tuesday night’s Roane Board of Education meeting.

David Boggs will replace Dr. Bill Chapman on July 1, when Chapman becomes the county’s director of federal programs and food service.

The 55-year-old Boggs is in his 25th year with the Roane County School system, and his 10th year as assistant principal at the school.

He earned a bachelor’s degree from the University of Charleston in elementary education, with specializations in math and special education, and a master’s degree in education administration from Marshall University.

His worked one-half year as a fifth grade teacher in Boone County before coming to Roane County. He spent six years as a fulltime substitute teacher at Geary Elementary/Middle School and nine years teaching gifted students countywide while also working as a case manager for the board of education.

The meeting that lasted nearly four hours included four closed sessions. One involved an expulsion hearing for a Spencer Middle School student (27 minutes), while another included SMS principal Kevin Campbell and assistant principal Paula LeMasters and a handful of parents to discuss the school’s code of conduct (45 minutes).

When it came time to approve the personnel agenda, board member Russell Moore requested a closed session with personnel director Kathy Whoolery (21 minutes) and at the end of the session, board members began the annual evaluation process for superintendent Steve Goffreda (59 minutes).

The board also approved a budget for the coming year of nearly $23 million.

Treasurer Amy Downey said the contingency fund contained just over $5,000, nowhere near the 3-5 percent of the total budget recommended by the state.

She said she is counting on some surplus when the current year ends June 30 to fill budget holes.

“The key to this budget is a healthy carryover,” she told board members Paul Cummings, Joe Painter, Randy Whited, Tom Young and Moore.

The new budget contains over $1 million in federal stimulus funding.

“The stimulus is what saved us,” Downey said.

Personnel items approved were:

ν Resignations: Jane Hardman, fourth grade teacher, Spencer Elementary for retirement June 30; Jenny Daniels, head girls basketball coach, Spencer Middle and substitute custodian Jerry Howell.

ν Leave of absence: Marjorie Violet Paxton, extended through June 30.

ν Transfer: Debbie Craddock, from sixth grade teacher at Reedy Elementary to fifth grade at SMS.

ν Assigned from RIF and transfer lists: Robin Jarvis, sixth grade teacher, Suzanne Cummings, fifth grade and Sara Stricklen, third grade, all at Walton Elementary/Middle; Pam McDonough, sixth grade and Lora Matheney, fourth grade, both at Geary; Emily Alvis, fifth grade, SMS.

ν Employments: Michael Bright, phys. ed/health teacher, SMS; Scott Duff, co-op student for technology department, substitute teachers Sherry Husted and Sandra Hunton and Julie Blankenship, cook II, to fill leave of absence.

ν Extra-curricular assignments: John McIntyre, golf coach, SMS, Misty Young, assistant volleyball coach, Walton, Lisa McGlothlin, bus operator for summer program and Title I parent coordinators Julie Couch (SES), Sherry Husted (Reedy), Debbie Scott (Geary), Stephanie Stover (Walton).

ν Energy Express summer program: Melissa Strickland, cook; Ruby Anderson, custodian and David Lesher and C.R. Hays Jr., bus operators.

Also approved were:

ν Suspension of an SMS student identified as Z.T.L. for the remainder of the school year and first semester of the next year.

ν Field trips for Geary seventh-graders to Lost World Caverns in Lewisburg, June 3, and Reedy sixth-graders to the Columbus Zoo and Aquarium, June 4.

ν Contract for summer nutrition program monitor with Tamara Walker for eight days, as needed.

The board also continued a discussion about problems with last-minute bus cancellations by athletic teams and asked transportation and facilities director Jerry Garner to make a recommendation for the next meeting.

The next board meeting was set for 7 p.m. Tuesday, June 15, at RCHS.
